How to

Contracting data is displayed by geographical area. The area displayed starts with the whole of New Zealand and refines down through regional and Territorial Authority levels to area unit level.


National view

This is the first level of information you see when you click on View Data.

The map of New Zealand is shown divided into 14 regions.

The panel on the left shows the amount of contracted funding for each region. The amount funded is also shown as a per capita amount, based on Census population data.

As you move your mouse over the New Zealand map a region will be highlighted on the map, and the corresponding line of data in the panel is also highlighted. If you hold the mouse over the name of the region in the panel, the region will be highlighted on the map.

Click on either a region on the map, or a region in the panel to get to information about that region.

There is no individual service provider information at this level.

There are options around the map to zoom in and out and change the view. These always appear when the map is shown.

Regional view

This is the second level of information that you get to when you click on a region from national view.

The map shows the region you selected, divided into the Territorial Authorities (local councils) areas within that region.

The panel on the left shows the amount of contracted funding provided to that Authority's area. The amount funded is also shown as a per capita amount, based on Census population data.

As you move your mouse over the region an area will be highlighted on the map, and the corresponding line of data in the panel is also highlighted. If you hold the mouse over the name of the area in the table, the area will be highlighted on the map.

Click on either a Territorial Authority area on the map, or a Territorial Authority area in the panel to get to information about that area.

There is no individual service provider information at this level.

Territorial Authority view

This is the third level of information that you get when you click on an Authority area from the regional view.

The map shows you the Territorial Authority (local council) area divided into area units.

The panel on the left shows the amount of contracted funding provided to the Territorial Authority area, apportioned to each area unit. This amount is broken down into a per capita amount for each area unit based on Census population.

As you move your mouse over the Territorial Authority area, an area unit will be highlighted on the map, and the corresponding line of data in the panel is also highlighted. If you hold the mouse over the name of the area in the table, the area will be highlighted on the map.

Click on either an area unit on the map, or an area unit in the panel to get to information about that area.

There is no individual service provider information at this level.

Area unit view

This is the fourth level of information that you get when you click on an area unit from the Territorial Authority view.

This is the smallest area view, and the first time you can see service provider information.

The panel on the left shows the providers who receive funding for services in an area that includes this area unit.

The total of the contracted funding a provider receives is apportioned to the area unit. Services may not be directly located in that area unit, but the provider has been contracted to deliver services across an area that includes the area unit. The total amount of the contract has been apportioned to all the area units within the provider's contracted area.

Click on a service provider name in the panel on the left and their information will display in a box over the map. To view details of the provider's contracts, click on "Find out more".

Services view

In addition to the various geographic area view options you can also see a summary of the data by groups of services. You can access the services view at any of the geographic area levels. For example, at the national view level you can choose to see a summary of the service groups.

Near the top on the left hand panel there are two buttons, "Areas"/"Providers" and "Services". The application will default to the "Areas"/"Providers" view. To view a summary of grouped services click on the "Services" button. To return to the view of areas or providers, click "Areas"/"Providers".

Filter

Data can be filtered at all levels in the Contract Mapping tool. You would use the filter if, for example, you only wanted data relating to funding by the Ministry of Justice or data relating only to youth services.

You can filter by

  • funder
  • service group
  • including national contracts
  • including departmental operating expenditure
  • financial year

If you choose not to filter the data, all data will be displayed.

When you filter information at the national, regional and Territorial Authority levels, the data in the panel on the left will change, and the colour of the pins in the map may change.

When you use the filter at the area unit level, the list of providers will only display the funding that matches your filter.

Using the filter

To use the filter, click on the + sign in the box with the word filter in it. This opens up the filter options.

To select an option, click on the box associated with the option you want. A tick will appear in the box you have selected.

Funder – click on the government agency that you want to include in your filter. You can select more than one funder. If you would like to see all funding, select the All box.

Service groups – select the type of service you want to include in your filter. You can select more than one type of service. A list of sub-groups will display and you can refine your filter further by selecting one or more options. If you would like to see all the data click the All box.

Include national contracts – national contracts will be shown unless you click on the box to remove the tick.

Include departmental operating expenditure – departmental operating expenditure will be shown unless you click on the box to remove the tick.

Financial year – use the drop down box to select the financial year you are interested in.

When you are happy with your filter selections, click on Apply. The data you view on the website from now on will be filtered to match your selection. You will only see the data that relates to the options you have chosen.

To delete all your filter selections click on reset and the filter will revert to selecting all data.

To close the filter, click on the - sign in the box with the word filter in it.

Search

You can search the data by

  • street name
  • area

Use the drop down option at the top of the panel on the left to choose the type of search you require.

Type your search request in the box next to your selected search category. For example, if you are looking for a specific area, choose the area search option from the drop down box and then type the area name in the next box. The results of the search will display in a list.

Click on an option from the list and the site will change to display the appropriate data.

Other features

QuickStats - click on the QuickStats logo in the panel on the left to go to Statistics New Zealand's website to find out more about the area you have selected. QuickStats give you overview information about New Zealanders and a range of details about their lives, including their families and households, housing, education and incomes. On this site at the regional level, the areas shown do not match up with an area used by Statistics New Zealand, so there is no QuickStats link.

Shading - at area unit level when you have filtered the data, all the providers located in the greater Territorial Authority area that match your filter selection are shaded in the panel on the left.

Pins - the map uses pin graphics to show you the location of the provider. A green pin indicates a provider that matches your filter choices. An orange pin shows you that there is a provider in that location but they do not match your filter choices.

Contract target information – hover your mouse over the area detailed in the contract target column to get a description of the area.

Ordering the provider list – click on the up/down arrows(arrows) at the top of the column and the providers will order in alphabetical order. Click on the bottom of the symbol and the providers will order in reverse alphabetical order.

Ordering the provider list by amount – click on the up/down arrows(arrows) at the top of the column, next to the apportioned amount heading and the provider list will order from the lowest to the highest amount of apportioned funding. Click on the bottom of the symbol and the provider list will order from the highest to the lowest apportioned amount.
